New Ottawa Zoning Bylaw and Staff First Draft

The VCA is supportive of greater intensification that represents good planning and is applied in neighbourhoods on the basis of a new zoning bylaw that implements the Official Plan in a consistent manner, including OP designations for corridors, and with equity. The new zoning bylaw should be evidence-based and draw on experience with the City’s more recent major rezoning which focused on the R4 zone, a major zoning feature of higher density lower income neighbourhoods. In the early public consultations, senior City staff confirmed that the 2020 R4 rezoning “had done its job” with respect to greater intensification and that it would not change substantially going forward.
